Regulations on the Restriction of Hazardous Substances in Electrical and Electronic Products (China RoHS 2)
On January 6, 2016, the "Management Measures for the Restriction of the Use of Hazardous Substances in Electrical and Electronic Products" were reviewed and approved by the executive meeting of the Ministry of Industry and Information Technology, and approved by the Development and Reform Commission, the Ministry of Science and Technology, the Ministry of Finance, the Ministry of Environmental Protection, the Ministry of Commerce, the General Administration of Customs, and the General Administration of Quality Supervision, Inspection and Quarantine. The Ministry of Industry and Information Technology of the People's Republic of China and eight other departments issued Order No. 32, which came into effect on July 1, 2016.
Electrical and electronic products refer to equipment and supporting products that rely on current or electromagnetic fields for operation or for the purpose of generating, transmitting, and measuring current and electromagnetic fields, with a rated operating voltage of no more than 1500 volts for direct current and no more than 1000 volts for alternating current. Excluding equipment related to the production, transmission, and distribution of electrical energy.
Harmful substances refer to the following substances contained in electrical and electronic products:
1. Lead and its compounds;
2. Mercury and its compounds;
3. Cadmium and its compounds;
4. Hexavalent chromium compounds;
5. Polybrominated biphenyls (PBBs);
6. Polybrominated diphenyl ethers (PBDEs);
Management Catalogue for Restriction of Hazardous Substances in Electrical and Electronic Products (First Batch)
On March 15, 2018, the Ministry of Industry and Information Technology released the "Catalogue of Standards for the Restriction of Hazardous Substances in Electrical and Electronic Products (First Batch)" and the "Exception List for the Application of Restricted Substances in the Catalogue of Standards", which will be implemented one year after the announcement.
The content of lead, mercury, cadmium, hexavalent chromium, polybrominated biphenyls, and polybrominated diphenyl ethers in the products included in the catalog should comply with relevant standards such as the limit requirements for the restricted use of hazardous substances in electrical and electronic products, and be included in the scope of the qualified assessment system for the restricted use of hazardous substances in electrical and electronic products. Those listed in the "Exception List for Restricted Substance Applications in the Standard Management Catalog" may temporarily not be subject to this requirement.
