The legislation of the European Union on food contact materials began in the mid-1970s, with the earliest directive being 76/893/EEC, which is a framework directive aimed at coordinating the legislation of member states in this field and aligning their mandatory technical requirements. The current regulation is Regulation (EC) No. 1935/2004, passed by the European Parliament and the Council of the European Union on November 13, 2004, regarding food contact materials. As of now, the EU has more than 30 directives or regulations related to food contact materials and products.

Regulation 1935/2004/EC specifies that products/substances in contact with food must meet the following conditions: comply with Good Manufacturing Practice (GMP), and when products come into contact with food, they must not:

1. Release ingredients that pose a risk to human health

2. Changes that result in unacceptable composition of food products

3. Reduce the sensory characteristics of food (causing changes in taste, odor, color, etc.)

Some EU member states, such as Germany, France, etc., in addition to strictly following the EU Directive 1935/2004, also have local food grade regulations that must be followed, such as the German LFGB (LMBG), French DGCCRF2004-64, Commonwealth: UK SI 898:2005, and Italian Gazetta Ufficiale G.U Law No. 283 OF 30/40/1962 and Local Regulations 21/03/1973 (D.M.21/03/73).
