project background
Since the implementation of the EU Regulation on Registration, Evaluation, Authorization and Restriction of Chemicals (Reach Testing) in 2007, the list of SVHC candidate substances has been continuously updated, widely affecting products and manufacturing processes in industries such as electromechanical, automotive, chemical, and light industry.
According to Article 7.2 of the REACH regulation, if an article contains SVHC substances with a mass fraction exceeding 0.1% and the substance enters the EU more than 1 ton/year/company annually, the producer or importer of the article must notify the European Chemicals Agency.
Testing products
Due to the wide range of products regulated by REACH regulations, all products exported to the European Union are covered. The products that require SVHC testing include but are not limited to the following, and a compliant REACH report can be issued:
■ Electronic and electrical products ■ Furniture ■ Cars ■ Masks ■ Textiles ■ Toys ■
Testing items
Since the publication of the regulations, a total of 22 batches of SVHC candidate substance lists have been added, totaling over 200 items
In October 2008, the SVHC list was officially announced, with a total of 15 items;
In January 2010, the second batch of SVHC list was officially announced, with a total of 13 items;
In June 2010, the third batch of SVHC list was officially announced, with a total of 8 items;
In December 2010, the fourth batch of SVHC list was officially announced, with a total of 8 items;
In June 2011, the fifth batch of SVHC list was officially announced, with a total of 7 items;
In December 2011, the sixth batch of SVHC list was officially announced, with a total of 20 items;
Continuously updating
The latest batch of SVHC list was released on January 16, 2020. The details of the 22nd batch of SVHC list are shown in the table below
Depu Hua reminds:
With the continuous updating of regulations, more harmful substances will inevitably be included in the SVHC candidate substance list. The strict control of highly concerned substances (SVHC) by the European Union is bound to increase the export costs of multiple industries such as home appliances, textiles, and toys, and relevant enterprises need to accelerate their response. For export product enterprises that have been confirmed to contain SVHC or may contain it, it is recommended to:
Refer to the EU SVHC list, understand the characteristics of the products exported to the EU, test the substance content, and rule out the possibility that the substances used may be defined as SVHC;
Follow up on the revision of the REACH list of substances of high concern, strengthen research on the identification criteria for substances of high concern involved in the REACH regulation, and enhance the testing efforts for substances of high concern;
Predict the future direction of the EU SVHC list, establish a sound quality assurance management system, use environmentally friendly materials in product design, accelerate industrial upgrading in structural design, and increase development efforts to find safe alternatives for the use of hazardous substances.
