1. EU SVHC adds 3 new items, officially updated to 250 items
On June 16, 2025, the European Chemicals Agency (ECHA) announced that it will include three substances in a new batch of SVHC candidate substance lists by the end of June. On June 25, 2025, at the request of the European Commission, the European Chemicals Agency (ECHA) officially defined the proposed three substances as substances of very high concern (SVHC). As a result, the candidate list of substances of very high concern (SVHCs) for authorization includes 250 substances.

2. ECHA launches public consultation on listing TBPH in Annex A of the Stockholm Convention on Persistent Organic Pollutants
On June 18, 2025, the European Chemicals Agency (ECHA) launched a public consultation on the listing of di (2-ethylhexyl) tetrabromophthalate (TBPH) in Annex A of the Stockholm Convention on Persistent Organic Pollutants. The deadline for submitting proposals is August 13, 2025. TBPH is a part of a group of aromatic brominated flame retardants, and due to its high persistence and high bioaccumulation (vPvB) characteristics, TBPH was identified as a substance of high concern by the European Union in November 2022.

3. The European Commission approves and publishes Regulation (EU) 2025/1090
On June 3, 2025, the European Commission approved and published Regulation (EU) 2025/1090, adding item 80 and item 81 to Appendix XVII of the EU REACH Regulation (EC) No 1907/2006, respectively restricting N, N-dimethylacetamide (DMAC, CAS No. 127-19-5) and 1-ethyl-2-pyrrolidone (NEP, CAS No. 2687-91-4) in substances and mixtures placed on the EU market. This revision will take effect on June 23, 2025 and will be implemented after December 23, 2026.

4. Standards GB 30981.1-2025 and GB 30981.2-2025 are about to be implemented
On May 30, 2025, the State Administration for Market Regulation and the National Standardization Administration jointly issued two mandatory national standards GB 30981.1-2025 "Limits of Hazardous Substances in Coatings Part 1: Architectural Coatings" and GB 30981.2-2025 "Limits of Hazardous Substances in Coatings Part 2: Industrial Coatings", which will be officially implemented on June 1, 2026. This revision integrates the GB 30981 series standards, aiming to more scientifically regulate product safety and environmental protection, promote the transformation of the coating industry towards high quality and sustainability, and enhance international market competitiveness. At the same time, it marks a new stage of more precise and strict control over harmful substances in building and industrial coatings in China, promoting the green and high-quality development of the industry and assisting in environmental pollution prevention and control.
